Putin signs Kyoto making it legally binding

Vladimir Putin, President of Russia, has today signed the Kyoto Protocol thereby making it legally binding. Hopefully this will really step up the pressure to reduce greenhouse gases and also put more pressure on the USA and Australia to sign.

Russia was responsible for 17% of the world's carbon dioxide emissions in 1990, so Putin signing Kyoto is crucial.
