Blair lets down the UK and the Developing World

Tony Blair in his handling of the EU's Budget 'crisis' has left down both the UK and the Developing World. He had an excellent opportunity to reform the EU's budget and slash if not abolish the awful Common Agricultural Policy (CAP) which hinders so many in the Developing World.

What he appears to have done is sacrifice some of the UK's rebate without achieving any reform in CAP. I would willing give up all of the rebate to abolish CAP, Blair had hinted he might do this but has again not followed through on his promises.
