Bolivia, Chile and Kosovo8.38.48pm GMT Mon 23rd Jan 2006 Apart from domestic issues quite a bit has been happening in the world. Bolivia has been sworn in as the new president Evo Morales, Evo is the first indigenous president. Chile has elected a Michelle Bachelet as its first female President. Kosovo has been rocked by the death of Ibrahim Rigova who has the figurehead of Kosovo's Albanian population. In Bolivia Evo Morales has pledged that he would stick by radical drugs and energy policies regardless of US Government policy. Chile elected Michelle Bachelet as its first female President. Bachelet who won 53% of the vote is a socialist who was jailed and tortured by Chile's military junta. She has begun putting her Cabinet together, she will be inaugurated in March. Ibrahim Rugova's death come at a crucial time. Talks between the independence-seeking Albanians population and the Serbian government were due to open in Vienna on Wednesday, the talks have now been postponed until next month following Rugova's death, he was due to lead the Kosovan delegation.
