Stuart Wheeler, the Conservative Eurosceptic millionaire has lost his High Court Bid to force a referendum on the Lisbon treaty.

Wheeler tried to argue that there was legitimate expectation that there would be a referendum because Labour promised a referendum on the EU constitution in its 2005 election manifesto. The Judges however said that the constitution and the Lisbon treaty were not the same.
