Fuel payments

Apparently the Government is planning to give £150 towards fuel bills to families in receipt of family benefit .

Now I have now problem with those on low incomes being given something to soften the blow of the increase in fuel costs, but administrating it through child benefit seems a little odd. Child Benefit is a universal benefit so millionaires could get £150 but yet a low income household without children would miss out - this seems like another botch along the lines of the 10p tax rise where it could actually hurt some of those it is aimed at.
